Speaking in the General Assembly on disarmament today the Russian delegate (Mr Vyshinsky) followed up his appeal for a “halfway” meeting on what he termed “a momentous issue” by saying: “If we dig the tunnel of friendship from both ends we are likely to meet earlier. “You cannot just wait at one end, hoping that the tunnel will reach you. You have to dig.”
