The United Nations Security Council will meet behind closed doors on Wednesday to seek Soviet agreement on a successor to Mr Trygve Lie as SecretaryGeneral. It was learned today that Britain and France will formally propose the candidacy of Mr Lester Pearson, Canada’s Minister of External Affairs, who now is President of the -General Assembly. Diplomatic sources said that the United States does not plan to take the initiative, letting Britain and France carry the brunt of the manoeuvring. This passive attitude of the United States is because Brigadier-General Carlos Romulo, of the Philippines, another good friend of the United States, also is running for the post. Rather than make a public decision between Mr Pearson and General Romulo, the United States prefers to let the British and the French see if they can obtain Soviet endorsement of Mr Pearson. The Soviet Union, with its veto, holds the key to the situation. The Kremlin’s protege ,is the Polish Foreign Miniser, Mr Stanislaw Skrzeszewski.
