Hotels throughout the country had to be kept to a fairly high standard to retain their licences. They had to carry fandi- heavy stocks and maintain big staffs, and then had their business niched by agents. Agents might be good for wholesalers and brewers, but they were not in the interests of the hotels, said the Magistrate.
