Encouragement For

Investors

(Rec. 8 p.m.) WASHINGTON, Sept. 36. Italy and the United States to-day signed an agreement supplementing their 1948 treaty of friendship, commerce, and navigation. The main objective of the agreement is to encourage the flow of private capital investment by providing more fully for the transfer of capital, earnings, and other funds; and by amplifying the principles of equitable treatment set forth in the treaty. The agreement is subject to ratification by the two governments. Mr Truman said to-day that if Russia continued to veto Italy’s membership in the United Nations “other ways must be found to enable Italy to play a full and equal part in upholding the principles of the United Nations.”

The President spoke at the dedication of four equestrian statues given to the United States by the people of Italy at a ceremony at the Arlington Memorial Bridge. The statues were formally presented by the Italian Prime Minister, Mr de Gasperi. Mr Truman said the Italian Peace Treaty did not give Italy the position of equality among the free nations to which she was now entitled. “Among other things the treaty places unnecessary shackles on Italian efforts for the common defence of the community of free nations. We Intend tn do everything we can to see that these unfair restrictions and discriminations are removed.’’
