American Speculation About Relations (Rec. 11 p.m.) WASHINGTON, Sept. 1. Diplomatic and political quarters in Washington were convinced to-day that the way was being prepared for a separate peace treaty to be signed in the near future between Japan and Nationalist China
Observers regarded as significant the fact that the State Department has not denied reports quoting unnamed Senators as saying they had been told by Mr John Foster Dulles that such a treaty would be made. Speculation is that a separate peace pact will be made within a month of the signing of the general Japanese treaty at the San Francisco conference.
Both the Secretary of State (Mr Dean Acheson) and Mr Dulles were angered by the publication of the Senators’ statements.
Observers, who had no doubt that the reports of the contemplated Japan-ese-Nationalist China pact were true, pointed to the fact that, after the general treaty was signed, Japan would be free to make separate pacts with the Chinese Nationalists or Communists if she wishes. The United States, in earlier talks with otter interested nations, supported Nationalist China’s claim to participation in the signing of the general treaty. Opposition from some nations, including Britain, resulted in a compromise under which neither Nationalist nor Communist China will participate at San Francisco, but Japan can make separate treaty arrangements later with either or both.
The Japanese Foreign Office yesterday denied that Japan planned to make a separate peace treaty with the Chinese Nationalist Government. A spokesman in Tokyo said no decision bad been reached on Japan’s future relations with Nationalist or Communist China.
