(Rec. 9 p.m.) LONDON, August fit General Franco has written to Don Juan, Pretender to the Spanish Throne, agreeing that the time has come to prepare for the restoration of the Monarchy ih Spain, says- the U«bon correspondent of the ‘‘Daily Express.” General Franco said this in replying to a second letter sent to him by Don Juan. Don Juan's first letter, dispatched in July, received ho answer. General Franco insists that any future monarchy must recOghiSe “the basic principles of the new Spanish State,” Since to abandon them might mean a second civil war.
