SOVIET’S “PEACE OFFENSIVE”
Indications Seen In America
(Rec. 9 p.m.) WASHINGTON, July 18 American diplomats look for Russia to put forth a major diplomatic proposal in the next few weeks to promote Rs current peace offensive. , , One (Possibility foreseen in speculation in Washington is a proposal for a Big Power meeting, including Communist China, to settle Far Eastern questions.
■ Suited States Government experts in Soviet tactics said that the Kremlin now apparently intends to try to gam by demonstrations of friendliness a slow-down or the disruption of the efforts by the free nations to strengthen their power. One obvious specific objective for such tactics would be to delay or discredit the signing of the Japanese Peace Treaty in San Francisco in September, Another objective would be to try to weaken the anti-Communist alliance m the European area. The Russians may hope to accomplish this by exploiting the differences in American and British Far Eastern policies, by minimising the fear of Communist conquest in Europe, and by exploiting French distaste for German rearmament.
