SIR JOHN BALFOUR WELCOMED

(Rec. 8 p.m.) MADRID, March 3. Sir John Balfour, the first British Ambassador to Spain since 1946, received a warm welcome to Madrid, in suite of predictions of a cool reception. Many Spaniards turned out to greet him. The Snanish Chief of Protocol (Baron de las Torres) officially welcomed Sir John and Lady Balfour, and insisted on driving them to their residence in his official car, though an Embassy car awaited them.
