(Rec. 8.10 p m.) TOKYO. November I Russia returned to the Allied Council for Japan to-day after a six m’onths’ boycott.
e After Nationalist China’s representative at the meeting had raised the question of Japanese war prisoners alleged to be -still held by Russia, General Kisilenko, the Russian representative. challenged the validity of the representation of Nationalist China in the Council.
During a 20 minutes’ discussion the chairman. Mr William J, Sebald. ruled General Kisilenko’s remarks on this subject out of order.
