The Indian troops are stationed at Hyantse and Yatung, under the treaty signed between Britain and Tibet in 1906, and reaffirmed in 1910. Their function is to provide safe passage for caravans. The Dalai Lamas Government has instructed *the Tibetan delegation to Communist China, which is now in Kalimpong. not to proceed to Peiping to discuss the future status sjf Tibet in view of present developments, according to information received by the Indian Government to-day from its representative in Lhasa. After a week’s silence Lhasa resumed communication with Delhi today. The Indian representative in Lhasa, in a report to the Indian Foreign Office, said that the Tibetan Parliament had been in practically continuous session throughout the last week debating what to do in the face of the Chinese Communists’ entry. The Tibetan delegation of seven, led by Tsepon Shakabpa, had been in India for nine months. It had preliminary talks with General Yuan Chung-hsien. the Ambassador of the Chinese Communist Government. The delegation left Calcutta on October 29 for, Kalimpong to pick up its luggage for the journey.
