Draft Details Of Pool Plan
(Rec. 8 p.m.) PARIS. June 27. France has published details of its coal and steel pool scheme to-day. They provide for a virtual international government that will be subject to an annual vo.e of confidence, -says the Associated Press.
The Government will be formed by the six participating States—France. West Germany. Italy. Belgium, the Netherlands and Luxembourg—and would control the production and marketing of coal and steel through a “High Authority” which this new international government would make responsible to the citizens of meujber countries through the institution of a “common assembly.”
A working draft of the French plan provides for consultative committees to represent employers, workers, and consumers in advising the "High Authority” on matters affecting coal and ?teel production and sales. To stimulate production the authoritv would have power to make investment loans f o specific enterprises and to finance the conversion nf industries to fit more profitably into the pool
