EMERGENCY DECLARED IN LIBERIA
MONROVIA, February 14. The Government of Liberia proclaimed a state of emergency to-day after rubber workers, armed with cutlasses, clubs, and otheu weapons, had staged riots at. a plantation 50 miles from Monrovia.
Riflemen and machine-gun squsds have been sent to the trouble spots.
