(Rec. 8.30 p.m.) LONDON, Nov. 7. “French public opinion is, on the whole, ripe for an understanding with Germany provided the understanding involves a sufficient number of friendly and sympathetic powers to prevent the development of German preponderance,” says the Paris correspondent of “The Times.” “Even on the issue of dismantling the average Frenchman is inclined to admit, perhaps regretfully, that the day for that sort of thing is past. The Ministry of Foreign Affairs, from its head downwards, would probably agree that on policy grounds alone the dismantlings had best be dropped—to judge from the way they have not been carried out in the French zone.”
