Traffic Inspectors of the Transport Department have been instructed to issue Traffic Offence Notices with a view to the prosecution of those drivers in all cases of infringemeni of Reg. 8 of the Traffic Regulations, 1936. Briefly, this Regulation requires:— 1. That no person shall operate a motor-vehicle unless it is equipped with two independent brakes, one being a footbrake and one being a hand-brake. 2. That no person shall operate a motor-vehicle unless (a) the foot-brake is capable of bringing the vehicle to a standstill within a distance of 40 feet from a speed of 20 miles per hour; (b) the hand-brake is capable of bringing the vehicle to a standstill within a distance of 70 feet from a speed of 20 miles per hour and also is capable of holding the vehicle at rest on a grade of one in five. 3. That no person shall operate a trailer over two tons laden weight unless it is equipped with a hand-brake which, applied to the loaded trailer above, is capable of meeting the requirements of 2 (b) above. (These provisions do not apply to motor-vehicles operating under a Certificate of Fitness.
