(Rec. 9 p.m.) LONDON, February 28. “The three Western Powers’ policy towards Western Germany needs an overhaul,’’ says "The Times.” “A Ruhr Authority and a Military Security Board have been establisned, but are not working. The Occupation Statute is not yet ready, and the fusion of the French zone and Bizonia is still far from being accomplished. “Still more serious, perhaps, is the delay over a constitution for Western Germany, which has interfered with the time-table which the London Foreign Ministers’ conference set last June for German elections this month and the appointment of a German Government by April. “There is always the difficulty at Allied conferences on Germany that the French in their hearts are by no means convinced of the wisdom of establishing a German Government at ail, anu are consequently in no hurry to see it begun or to relinquish their hold on the French zone of occupation.”
