ASSEMBLY PASSES BILL (Rec. 7.30 p.m.) LONDON, Feb. 23. Renter’s Prague correspondent says that the Czech National Assembly has approved a bill empowering limitations on the movement of foreigners inside Czechoslovakia and imposing strict obligations on Czech citizens to register and,report their movements. The Czech authorities recently withdrew Czech passports from nearly all holders. It is understood that the Czechs intend to follow the Soviet practice and issue passports only for specific approved journeys.
