NEW CARETAKER GOVERNMENT
REPORTED EFFORTS BY DR. SUN FO (Rec. 7 p.m.) SHANGHAI, Dec. 13. The belief is hardening among informed circles in Shanghai that the Chinese Prime Minister designate (Dr. Sun Fo) is trying to set up a caretaker government to pave the way for peace talks with the Communists and even for the formation of a coalition government including Communists. The United States Economic Cooperation Administrator (Mr Paul Hoffman) said in Shanghai that if a government were set up in China which gave free representation the United States Government would be ready to accept recommendations to continue aid.
