FRENCH PROTEST ON RUHR
DOCUMENT HANDED TO ALLIES
(Rec. 7 p.m.) LONDON, Nov. 22. The French News Agency says that France has formally challenged the British and- American decision to turn the Ruhr industries back to Germany in a memorandum handed to Britain and America.
The Paris correspondent of the Associated Press says that the French protest is based on the contention that Britain and the United States are not competent to take such a decision without France’s consent.
The memorandum says that France is gravely disturbed by the evolution of British and American policy towards Germany since the London accord of June, 1948. It expresses the hope that Britain and America will agree that its decision is only provisional and subject to change by the “interested Powers” whenever the formal peace arrangement is made with Germany. It repeats the French desire for internationalisation of the Ruhr, and also asks for re-examination of the whole reparations question.
