REORGANISATION PROPOSALS
(Rec. 7 p.m.) LONDON, Nov. 23. The committee appointed last May under the chairmanship of Sir Robert Burrows, a member of the National Coal Board, to inquire into the Coal Board’s organisation, recommends that all board members should be freed from executive action to enable them to concentrate on policy, and that area managers should be given more authority. It suggests the enlarging of the Coal Board and the regional boards. _ A rival plan prepared by a Conservative M.P., Colonel C. G. Lancaster, suggests the scrapping of the regional coal boards and the restoring of competition among 22 great coal combines, each deciding . its own financial and production policy
