Sir,—Your correspondent. “Queenie” is right. It is cruel to have dogs tied up all the time, without exercise, and especially left without water, as so many dogs are; but the fact that so many neglect their dogs in this manner does not make the dumping of unwanted cats less cruel. —Yours, etc., R.
