Patent Rights.—An amendment to the Patents Emergency Regulations published last evening provides that applications for letters patent or for the registration of a design, trade mark, or copyright can now be made “by or on behalf of an enemy” in respect of an invention, design, trade mark, or copyright which was not in existence before January 1, 1946.
