SOVIET CRITICISM OF GENERAL MACARTHUR (Rec. 10 p.m.) WASHINGTON, March 18. The Allied Far Eastern Commission to-night rejected a motion by the Russian Ambassador to Washington (Mr Alexander Panyushkin) to censure General MacA irthur for sending, without the Far Eastern Commission’s permission, a Japanese radio expert to the international radio freq uency conference at Geneva as technical adviser to General MacArthur's observer, Mr Marden Cooke. Members said after the meeting that, vzhile the Soviet proposal wm defeated, because most nations din not want to attack General Mac. Arthur directly, there was nevertheless a strong sentiment in the commission to have General MacArthur pay more attention to its wishes on this and other subjects in future. They said that nations such as New Zealand, Australia, China, and the Phillippines were becoming increasingly alarmed at the soft attitude the United States was adopting towards Japan. They were particularly concerned over the American plans to rebuild Japan’s economy to its pre-war level, and over indications that the United States might decide against taking any further reparations from Japan.
