FINNISH MISSION’S INSTRUCTIONS
RESTRICTED MILITARY CLAUSES
(Rec. 9.45 p.m.) LONDON, March 18. The Helsinki correspondent of “The Times” says that the Foreign Relations the Finnish Parliament has receded assurances from the President (Mr J. K. Paasikivi) that any agreement for a mutual-aid pact with Russia will be submitted to it before signature. . The correspondent adds that the Finnish delegation has been instructed to negotiate only a limited pact, the military clauses of which should operate only on the outbreak of war and which should restrict Russian assistance to cases in which Finland requests it.
