FINNISH REPLY TO MR STALIN
REQUEST FOR TALKS EXPECTED SOME PARTIES AGAINST MILITARY ALLIANCE (N.Z.P.A.—Reuter—Copyright) HELSINKI. March 5. The Finnish Parliament is likely, by a narrow majority, to answer Mr Stalin’s personal request for the speeay conclusion of a Russian-Finnish military alliance with a proposal that a Finnish delegation should go to Moscow to talk things over. All parties except the Communists and the Radical Socialists advised the President (Mr Paasjkivi) not to enter into an immediate military alliance. A Finnish Foreign Office spokesman said that the Qovernment felt that if a treaty were concluded it need not be a copy of the Hungarian and Rumanian agreements with Russia. The Liberal Party, in a statement, said: “Because a pact with Russia could suggest that Finland had joined a certain bloc of nations, it could impair Finland’s relations .with countries with which she has important trade.” The Finnish Agrarian Party, representing about a quarter of the members of Parliament, recommended Mr Paasikivi to refuse to open negotiations.
