NO PROGRESS BY DEPUTIES

LONDON, November 18. The Foreign Ministers’ deputies have made no progress since they began their discussions a fortnight ago. They are unable to agree on the procedure for the preparation of the German peace treaty. The same divergences of opinion persist which arose at the Moscow meeting of the Foreign Ministers. Only slight progress has been made on the preparation of the agenda for the Foreign Ministers’ meeting in London on November 25.

The deputies will meet for the last time to-morrow to decide in what form they shall convey to the Foreign Ministers their failure to agree on the agenda.
