NEW MEMBERSHIP APPROVED COMMUNIST OBJECTIONS OVERRIDDEN (Rec. 7 p.m.) PRAGUE, Nov. 18. Against the wishes of the Communist Prime Minister (Mr Klement Gottwald) and in the face of strong Communist opposition, the Czechoslovak Cabinet has approved a new Council of Ministers for Slovakia, with Slovak Democrats holding more seats than

the Communists. The Slovak Council, which is in many respects an autonomous body, broke up when the Communists resigned. The Democrats complained that the Communist president of the Council had handed in their resignations too without their consent. Mr Gottwald and his fellow Communists wanted the Council reconstituted to give representation to proCommunist groups. The Democrats have five Ministers in the new Council, the Communists four, non-party men two, the Social Democrats one, and the Freedom Party one. The Communists have lost the Ministry of Justice, which went to a non-party lawyer, Mr Andrej Puja.
