Set Up FRENCH VETO OF SOVIET MOTION (Rec. 10 p.m.) NEW YORK, Aug. 25. France vetoed a Soviet motion in the United Nations Security Council tp-day for the establishment of a commission to supervise the cease fire order in Indonesia. The Russian motion proposed that the commission should comprise representatives of the 11 Governments on the Council. Mr Gromyko (Russia) described as “completely unsatisfactory” a joint Australian-Chinese resolution for the appointment of other nations’ consuls at Batavia to report to the Council on the situation, saying that it would mean by-passing the Council and the United Nations. The voting was seven to two in favour of the Russian resolution, with China and Britain abstaining. Belgium and France were the opposing votes. Subsequently the Council passed the Australian-Chinese resolution by seven votes to none, with Russia, Britain, Colombia, and Poland abstaining. The Council also passed a United States resolution under which the Council will (1) offer its “good offices to both sides in Indonesia; and (2) establish a three-nation committee, if both sides so request, to help to settle

the dispute. The Indonesians and the Dutch would each name for the committee one country represented on the Security Council, and the third member would be picked by the two so Chosen. Sutan Sjahrir, the Indonesian envoy, said the resolution would adversely affect the Indonesian Republic, He said the withdrawal of the Dutch troops to the positions they held on October 14, 1946, was a necessary part of any United Nations mediation, but the American resolution ignored this.
