The security for such loan shall be a Special Rate of seven-fortieths (7/40ths) of a penny in the pound on the rateable capital value of all rateable property in the Malvern Electric Power District. It is anticipated that the revenue derived from such extensions to the electric works will be sufficient to meet the loan charges incurred without recourse to the security rate.
