MERGER OF THREE ORGANISATIONS

VISIT OF BRITISH OFFICERS (P.A.) AUCKLAND, July 27. Mr H. F. Carpenter, president, and Dr. A. M. Allen, secretary of the Chartered Institute of Secretaries, arrived in Auckland from Sydney on Saturday to attend functions in connexion with the fusion of the Australasian Institute of Secretaries, and the Institute of Incorporated Secretaries with the. Chartered Institute. The Chartered Institute was founded in 1891, and given a Royal* Charter in 1902. It has received Royal patronage siifce 1911. The object of the fusion with the Australasian bodies is to have a common standard of examination and ethics in all parts of the British Commonwealth.

Dr. Allen said that a chartered secretary had a qualification which was recognised throughout the Commonwealth, ,and that was considered important in enabling Empire countries to work together. Sanction for the fusion was granted by the King, and will take effect from August. Mr Carpenter became principal assistant revenue officer with the Metronolitan Water Board. after the First World War. and is now manager of, the West Midlands Joint Electricity Authority which controls an area of about 1000 square mi’es. He also holds many important honorary offices in the electrical industry including chairmanshin of the council of the British Electrical Development Association, and he is secretary of the electricity supply joint committee, and was a member of the national gas and electricity committee advising the British Government during the recent war

Commenting on the shortage of electricity in England. Mr Carpenter said that when he left on June 24, there was a shortage of about 1,500.000 killowatts in the generating canarity of the country Many extensive building and ' development schemes were being pushed forward, but it would take between four and five years to catch un with requirements. Dr Allen received his appointment as secretary of the institute a vea r ago after service in the Royal Air Force. Taking his degree in ohi’osophv, politics and economics at Hertford College. Oxford, in 1927. he w»s later assistant n* the Institute of Hankers. He holds a first-class honours degree in commerce and is a Fellow of the Institute of Bankers. He is also a barrister at law. and a Doctor of Philosoohv (Economics) of London University.
