VIOLATIONS AND THE VETO
COMMISSION POSTPONES DISCUSSION

The United Nations Atomic Energy Commission to-day postponed indefinitely discussion on the long-debated question whether the veto rule should apply. to the punishment of violations of any atomic energy control convention. The delegates had previously agreed that there should be no veto on the day-to-day operations of the international control agency which the commission is trying to establish. However, the Russians argue that the punishment of offenders must be left to the Security Council, where the Big Five veto privilege would apply. Under the United States control plan no veto would apply to the punishment of atomic crimes.
