OUTSIDE REFEREES FOR MATCHES

CONTENTION OF OTAGO UNION UPHELD Support for the Otago Rugby Union’s contention that under a ruling given at the annual meeting of tile New Zealand Union, any union was entitled to apply for an outside referee for Ranfurly Shield matches, was promised by the Canterbury Union last evening, when a telegram from the Otago Union was discussed. The president (Mr V. L. Jensen) said that members had probably read of the argument, and the ruling given at Wellington was quite clear. Otago had wanted to move regarding the appointment of outside referees; but the ruling from the chair was that this was not necessary as the rules provided that if either team desired an outside referee, one would be appointed by the New Zealand Rugby. Union. Southland had pointed out that the ruling applied only to special challenge matches—not ordinary shield games, he said. "Otago has been knocked back 12 months in its request for cutside referees by this wrong ruling,” said Mr Jensen, adding that the rules were not referred to or quoted at the time the chairman made his statement. Ranfurly Shield matches were important enough to warrant an outside referee, contended Mr J. N. Clarke. Messrs W. E. Maxwell, R. R. Masters, and W. C. Dailey agreed that the president’s outline of the position was correct. M Maxwell said that if outside referees were appointed for every game, it would be hard on local men who had limited chances of controlling big matches. Mr Clarke: After the experiences of Otago in Southland in recent years, it is no wonder from all accounts that they are asking for an outside referee. “We can’t gainsay the facts: that ruling was given at the annual meeting,” remarked the president. The motion to support the Otago Union’s contention, which was moved by Mr R. W. Blazey, was carried without dissent. A letter the coaches’ association said that th'e alteration of times of play in lower grades on days when representative matches were held was not favoured. The chairman remarked that he did not think this was a matter which came within the association’s province, and it was not discussed further. On the recommendation of the junior advisory board, it was agreed to hold the under-age and under-weight seven-a-side competition on September 6 instead of August 30. It was decided to accept the offer of the Ellesmere Sub-Union to- play a match against a senior B or reserve team at Lincoln on September 20.
