NEW ADMINISTRATION TAKES OVER WASHINGTON, July 20. Mr Truman has terminated the military government of the former Japanese mandated islands in the Pacific and appointed the Commander-in-Chief of the Pacific Fleet (Admiral Louis Denfeld) as United States High Commissioner of the “Trust Territory of the Pacific Islands.” Admiral Denfeld will act on an interim basis pending the establishment of a permanent administration under the terms of the trusteeship agreement. In his executive order, Mr Truman placed the responsibility for the interim administration on the Secretary of the Navy, reserving for the United States the right, as provided under Article 13 of the trusteeship agreement, “to close any areas for security reasons and to determine the extent to which Articles 87 and 88 of the Charter of the United Nations shall be applicable to such closed areas.” Mr Truman announced that he had instructed the State Department, in consultation with other interested departments, to prepare suggestions for “organic’’ legislation for the permanent administration oi the islands.
