SUGGESTED ELECTION BY PEOPLE
(Rec. 7 p.m.) LONDON, July 2. The diplomatic correspondent of Reuters understands that a Note which the Afghanistan Government has sent to the British Foreign Office requests that the inhabitants of Baluchistan and that part of the North-West Frontier province which lies between the Afghan frontier and the Indus should have the right to decide whether their future should lie with India, with Afghanistan, or on a basis of independence. Russia for some time has paid close attention to the development of Afghanistan, and recently appointed a new ambassador to Kabul. An exceptionally large embassy staff of more than 50 persons is maintained at Kabul.
