RICE RATIONING IN SHANGHAI
MOVE TO PREVENT MORE RIOTS (Rec. 7 p.m.) SHANGHAI, May 5. Under police supervision, the municipal government to-day began rice rationing at 4000 shops, following rice riots over soaring black-market prices. The new rationing programme gives a family of five or more about 131 b of rice a month. Meanwhile, the Bureau of Social Welfare is unloading 9000 bags of rice a day on the local market to reduce the black-market price, which has climbed to 300,000 Chinese dollars (24 United States dollars) a picul (133 1-3 lb). Three hundred rice shops were looted in Hangchow on May 3 and 5, and at least one Shanghai shop was attacked yesterday by Chinese determined to get food without paying black-market prices.
