WASHINGTON, March 16. The Secretary of the Navy (Mr James V. Forres tai), addressing file Foreign Policy Association, said that it was doubtful if the United States had the power even to fulfil its military commitments to the United Nations. “Certainly, if the United States continues to emasculate its strength, it will lack the capacity to defend itrelf or anyone else,” he said. British Aircraft-Carrier for France. —TheTßritish aircraft-carrier Colossus, which >was handed over to the French Navy last August on loan for a period of five years, has been renamed Arromanches to commemorate the D-Day landing at the coastal village of that name. The renaming ceremony took, place at Toulon.—Paris. March 16.
