GUAM AND AMERICAN SAMOA
CHARTERS FOR CIVIL GOVERNMENT (Rec. 9 p.m.) WASHINGTON. March 15. The Secretary of the Interior (Mr Julius A. Krug) announced that he would ask Congress to grant charters to Samoa and Guam for their own eivil government He added that he desired to have a law making law enforcement and judicial review administered in democratic fashion instead of being controlled by a military administration.
