Mr Ellis Arnall (with hand upraised), whose term as Governor recently expired, is seen refusing to vacate the Governor’s office to Mr Herman Talmadge (on right facing camera), who was elected Governor by the State Legislature. Standing beside Mr Talmadge is his mother, the widow of the former Governor-elect, Mr Eugene Talmadge. Since this photograph was taken, on January 15, Mr Arnall has petitioned the United States Supreme Court for a ruling, and the Lieutenant-Governor, Mr M. E. Thompson, has proclaimed himself Acting-Governor.
