MINOR PEACE TREATIES
MR BYRNES SIGNS FOR U.S. LAST OFFICIAL ACT AS SECRETARY WASHINGTON, January 20. Mr James F. Byrnes, as his final official act as Secretary of State, signed the peace treaties for Italy, Hungary, Rumania, and Bulgaria. Emphasising the bi-party character of the treaties, Senator A. H. Vandenberg, the Republican chairman of the Senate Foreign Relations Committee, and the Democrat, Senator Tom Connally, were beside Mr Byrnes in the brief ceremony. The other Powers will sign the treaties in Paris. Because of bad flying weather. General George Marshall was unable to reach Washington to-day. Arrangements had been made for General
Marshall to be sworn in as Secretary of State by the Chief Justice (Mr F. M. Vinson) at the White House to-day. The aircraft carrying General Marshall from California landed at Chicago this morning. When General Marshall is sworn in as Secretary of State he will be a civilian. After his appointment to succeed Mr Byrnes he was retired from the Army, in which he had been Chief of Staff for the crucial War-time years. Government officials emphasise that General Marshall comes to his new job as a civilian. They say that he can choose to be paid as a retired fivestar general or as Secretary of State — but not as both.
