UNRRA DIRECTOR IN GERMANY GENERAL MORGAN WILL RETURN TO ENGLAND LONDON, August 20. The British War Office has announced that the Director-General of UNRRA (Mr F. H. la Guardia) has informed the War Office that it is now possible to release Lieutenant-General Sir Frederick Morgan from his duties as chief of the displaced persons operations in Germany “in connexion with the * reorganisation of UNRRA’S displaced persons work and in view of the changing situation.” ' Lieutenant-General Morgan is accordingly returning to England. In Frankfurt to-day, a spokesman said that Lieutenant-General Morgan, “as a soldier,” was unable to comment on his release from duty. Mr la Guardia has announced that Mr Meyer Cohen, director of UNRRA repatriation in Washington, is to become acting-director of UNRRA in Germany, succeeding Lieutenant-Gen-eral Morgan. Mr la Guardia highly praised Lieu-tenant-General Morgan’s work. He replied negatively to a question whether Lieutenant-General Morgan had ever supplied any evidence supporting a statement made by an unnamed general in Geneva to the effect that Russian agents were using UNRRA camps in Germany to cloak espionage. Mr la Guardia said: “I am absolutely certain that from now on we will have full co-operation in the displaced persoxis programme of the British and American armies.” This statement referred to his view that any person fleeing a country in fear of religious or political prosecution was a legitimate receiver of UNRRA aid.
