U.S. Submitting Draft Treaty

VIENNA RADIO’S VERSION

(Rec. 10 pjn.) LONDON, May 5. The Vienna radio learns from Paris that the United States Secretary of State (Mr James Byrnes) has submitted to the Foreign Ministers’ conference a draft treaty for Austria providing for: (1) Reconstruction of Austria, her independence and sovereign rights, and her admission to the United Nations: (2) Austria’s frontiers to be* as on December 31, 1937, except for rectifications in favour of Austria in the South Tyrol;

(3) Austria to guarantee all her citizens the human rights of freedom of speech, press, and religion, and coalition rights; (4) Settlement of German assets in Austria by agreement in accordance with the Potsdam decisions;

(5) Austria to be permitted to conclude commercial treaties; (6) Austria, to be entitled to resume diplomatic relations and to be freed from all control; (7) Austria must agree that all her treaties after March 13, 1938. are null and void;

(8) Austria’s armed forces to be limited to public security needs, the defence of her borders, and the contingent which may be required by the United Nations Security Council; (9) Austria to give equal rights to all States’ concerning Danube navigation, which will be put under international control; (10) Britain, America, France, and Russia to carry out all agendas in connexion with the peace treaty for Austria and support Austria in the reconstruction of the country. ATOMIC ENERGY BRITISH BILL FOR CONTROL . LONDON, May 2. Imprisonment for up to five years or" a fine of up to £5OO is. the penalty for the unauthorised disclosure <of atomic information, under the Atomic Energy Bill, the text of which has now been freleased. The bill empowers the Minister of Supply to promote the development of atomic energy and gives the power of control over the unauthorised production and use of atomic energy, and .the publication of information. The Minister is given the power of entry to any premises where he may search for the minerals from which uranium and other prescribed substances are obtainable. He may vest in himself the right to work such minerals.,

The Minister may also acquire compulsory materials, plant, and contractual rights connected with atomic energy. The Comptroller-General of Patents is required to prohibit the publication of information regarding patent claims relating to atomic energy. A ban is placed on applications abroad for patents df this nature by residents the United Kingdom without written permission.
