LONDON, May 3. A frank admission that the Foreign Ministers’ conference is not going well Waa made at this morning’s meeting when M. Bidault (France) asked whether the conference could find a better method of procedure, statei Reutets correspondent in Paris. M. Bidault suggested that the Ministers should meet Informally every day for discussions. The council agreed and the first meeting, over which Mr Bevin presided, was held in Mr Bevin’s office later in the day.
