BOROUGH OF LYTTELTON
Sir,—As a ratepayer 1 am somewhat bewildered by the propaganda being issued by the Lyttelton Borough Council. Some time ago a statement was made by the Mayor that improvements were to be carried out without any increase in rates. Later another statement was made that a reading loan of £7760 was to be raised, and certain councillors were entrusted with finding means to raise the loan. Now the council has had a manifesto delivered to householders, setting forth a picturesque programme of works to be carried out without payment by anyone. Why not tell the people of Lyttelton the full truth about the financial position of the borough and allow them to decide which statement is correct? —Yours, etc., A FREE LYTTELTON.
