DEVELOPMENT OF COLONIES
BRITISH WHITE PAPER (N.Z. Press Association—Copyright) (Eec. 7 p.m.) LONDON, E>ec. 12. The outlines of British colonial development are given by the Colonial Secretary (Mr G. H. Hall) in a White Paper. It states that allocations of funds available under the Colonial and Welfare Act. 1945, total £120,000,000, made up by £23,500,000 for central,schemes, including research, £85,500,000 for allocations to colonial territories, and £11,000,000 to the general reserve for supplementary allocations. Mr Hall emphasises that the allocation to each territory does not constitute an authority to spend, but lays down the sum within which suitable schemes should be Authorised, provided that they fall* within the approved general plan. Among the measures contemplated in the allocations for central schemes are higher education, training for the Colonial Service, and topographical surveys. Programmes should form a wellbalanced whole, devised in close cooperation between the colonial and the British Governments.
