It is officially announced in Helsinki that the Finnish Parliament, at a special secret session at 5 a.m, yesterday, was informed of the armistice negotiations, A second secret meeting was held shortly afterwards, at which Parliament, without voting, approved the Government’s policy, The Moscow radio, detailing the negotiations between September 14 and September 10, said that representatives

of Great Britain and the Soviet Union, acting on behalf of the' United Nations at war against Finland, participated. The Soviet representatives included th# Soviet Foreign Commissar (M. Molotov), Marshal Voroshilov, General Zhdanov, the Deputy-Foreign Commlssar (M. Litvinov), General Schemenko, and Rear-Admiral Alexandrov. The British representatives were the Ambassador to Moscow (Sir Archibald Clark-Kerr) and the Counsellor (Mr J, Balfour). The Acting-Prime Minister of Finland (von Born) has announced that the main provisions are that Finnish troops should withdraw immediately to the 1940 borders, the Arctic port of Petsamo should be given up, and land and sea areas on the Gulf of Finland should be leased to the Soviet Union for 50 years.
