WAR-TIME CONTROL OF MANPOWER
MEASURES EXPLAINED BV . DEPARTMENT The ways in which war-time manpower control may affect men and women are explained in a pamphlet entitled “Measures of Manpower Control in New Zealand,” which has been sent to householders all over New Zealand by the Industrial manpower division of the National Service Depart-, ment. The pamphlet, which is signed by the Controller of Manpower (Mr H. L. Bockett) deals with control measures as they stood in July this year. Among the subjects reviewed are the manpower division’s job, essential undertakings, registration orders, direction of persons by manpower officers, and restrictions on the engagement of labour. Mr Bockett says at the conclusion of the pamphlet that in drawing up and administering these wartime controls every effort has been made to safeguard reasonable rights, to avoid undue hardship, and to give every person the democratic right to appeal to an independent tribunal if necessary.
