MEASURES APPROVED IN WASHINGTON (Rec. 8 p.m.) WASHINGTON, June f. A joint conference of United States Senate and House of Representative? Committees has approved a measure providing for fines and imprisonment for anyone instigating, aiding, or conspiring to bring about a strike m, * war plant or mine taken over by the Government. The measure, which 1$ aimed at preventing a recurrence the coal strike, will probably be considered by the House of Representatives next week. , The major provisions are: (1) authorisation of the President to. take over war plants or mines where production is interrupted, and prohibition of strikes or slow-downs in sueh plants; (2) the establishment of the War Labour Board as a statutory authority, with power to settle dispute* in war industries and to enforce continuance of prevailing labour conditions during deliberations; (3) punishment by fine and imprisonment Of persons instigating, aiding, or conspiring to bring about a strike in a GoV-ernment-controlled war plant or mins, but excepting from punishment employees who merely quit work; (4) notice to be given to the secretary .Of the War Labour Board, and also the National Labour Relations Board, of ?my labour dispute likely to cause * strike in a privately operated war plant or mine, with the provision that •no strike can be called until approved by the majority of workers in a secret ballot. . ."; • The conference rejected provisions reouiring unions to register and furnish financial statements to the Government, but approved a provision, prohibiting contributions to political campaigns.
