MR JOSPEH DAVIES’S MISSION _ LONDON, May 7. President Roosevelt announces that he is sending Mr Joseph Davies, the former American Ambassador to Russia, to Moscow with a special message for M. Stalin. The President refused to say anything about the contents of the message and added that not even Mr Davies knew that. Mr Davies will leave almost immediately and his visit will be short. M. Litvinov, the Soviet Ambassador to the United States, is also going to Moscow but it is understood that Mr Davies will not travel with him.
