PEACE APPROACH TO RUSSIA
REPORTED ATTEMPT BY HITLER (Rec. 8 p.m.) NEW YORK, Nov. 21. “Pertinax." writing for the North American Newspaper Alliance, says: “It is learned from a trustworthy diplomatic source that Hitler tried last month, with M. Laval’s assistance, to open peace negotiations with M. Stalin. 1 Hitler ordered M. Laval to appoint the former French Charge d’Affaires in Moscow (M. Jean Payart) as French Minister in Sofia, in order to discuss German peace proposals there with the Soviet Minister. “Shortly afterwards, however. Hitler - informed M. Laval that the appoint- ■ ment was no longer necessary, and ex- . plained that the Soviet had been api proached, but had closed the doors against any peace parleying."
