MOBILISATION IN SPAIN

Order by General Franco ‘KEEPING OUT OF CONFLICT” (Bee. 11 p.m.) LONDON, Nov. 18. The partial mobilisation of the Spanish army, navy, and air force has been ordered by General Franco, says a report from Madrid. A Spanish Government decree authorising this partial mobilisation says: "The extension of the war to an area nearer than ever to Spain, her colonies, and her protectorate renders certain reinforcement measures necessary. These measures will guarantee Spain’s position outside the present conflict by ensuring the defence of her integrity and sovereignty.” The Berlin radio says: “The decree authorising the Spanish mobilisation has not yet been signed, but will probably be issued in a few hours. The decree will demonstrate that Spain is firmly determined to defend her position, and also that no foreign Power will be permitted to enter Spanish territory.” Observers in London point out that Spain’s Fascist background makes her a friend of the .Axis, but her ravaged and impoverished state makes neutrality essential to her. Her neutrality is not threatened by the Allied move in North Africa, unless Germany decides to violate it. The Allies respect Spain’s desire to recuperate in peace. There have been pro-Allied civilian demonstrations in Spain in the last tew days. Moreover, General Franco undoubtedly has been impressed by Allied strength, as shown in the African move.
