(1) The reduction in the number of shipyards or ship berths available at the commencement jf the present war as compared with last war. (2) The smaller number of skilled or semi-skilled workers now available. (3) The inevitable dislocation of the shipbuilding industry everywhere. (4) The fact that recent progress in the output of merchant shipping compares most, favourably with that of the corresponding period in the last war. Finally, it is staled categorically that the results dispose, in themselves, of any charge of general slacking.
